Health insurance comparison
ACA vs. short-term medical vs. fixed indemnity: key differences
Short answer: an ACA plan is comprehensive health insurance, with essential health benefits, no pre-existing condition exclusions and possible financial help, but you can only enroll during open enrollment or with a special enrollment period. Short-term medical is temporary coverage with health questions that may exclude pre-existing conditions and does not cover all essential benefits. Fixed indemnity pays fixed amounts for covered services and is a supplement, not comprehensive health insurance.

Comparison table
| Feature | ACA plan (Obamacare) | Short-term medical | Fixed indemnity |
|---|---|---|---|
| What it is | Comprehensive health insurance that meets the Affordable Care Act. | Temporary medical coverage with limited benefits. | Supplemental policy that pays a fixed amount per covered service or day. |
| Pre-existing conditions | You cannot be denied coverage or charged more for them. | May be excluded or limited depending on the policy. | Exclusions or waiting periods may apply depending on the policy. |
| Health questions | No. | Yes; the carrier may decline the application. | Depends on the product and the carrier. |
| Essential health benefits | Yes (hospitalization, emergencies, prescriptions, maternity, mental health, among others). | Not required to cover all of them. | No; it pays fixed benefits, not actual costs. |
| Out-of-pocket maximum | Yes, with an annual maximum set by federal law. | Not required to have the ACA limit. | Does not apply: any gap between the benefit and the real cost is yours. |
| Financial help (tax credits) | Yes, if you qualify by income, through Georgia Access in Georgia. | No. | No. |
| When you can enroll | During open enrollment or with a special enrollment period after a qualifying event. | Any time, subject to approval; duration is limited by the policy and applicable rules. | Usually any time, subject to the product rules. |
| Who it usually makes sense for | People who need full medical coverage or have health conditions. | People who need a temporary bridge and are healthy, understanding its limits. | People who already have health insurance and want extra help with out-of-pocket costs. |
Which one fits if you have pre-existing conditions?
The ACA plan is the only one of the three that cannot deny you coverage or exclude your pre-existing conditions. If you are outside open enrollment, first check whether you have a qualifying event for a special enrollment period.
Can they be combined?
Yes. Fixed indemnity, hospital or accident insurance can supplement a high-deductible ACA plan. Short-term medical, by contrast, is usually used instead of an ACA plan for a short period, not alongside it.
Important notices
Short-term medical and fixed indemnity are not ACA plans or comprehensive health insurance. Availability, benefits and price depend on the carrier, your age, your ZIP code and your eligibility; the carrier makes the approval decision and a click or a quote is not a policy.

Frequently asked questions
Does short-term medical count as ACA coverage?
No. It is temporary coverage that does not meet ACA requirements, may exclude pre-existing conditions and does not give access to tax credits.
What does fixed indemnity insurance pay?
A fixed amount for each covered service or day listed in the policy, regardless of what the provider charges. It is not comprehensive health insurance.
Can I enroll in an ACA plan at any time?
No. Only during open enrollment or with a special enrollment period after a qualifying event, such as losing other coverage, getting married or having a baby.
Which one is cheaper?
It depends on your age, ZIP code, income and health. With financial help, an ACA plan may cost less than you expect. Always compare the premium together with what each option covers.
Can you help me decide in Spanish?
Yes. A TOP Insurance agent guides you in English or Spanish by phone, WhatsApp or form, at no cost.
